The
Central Secretariat has overarching responsibility for the
management of the programme and for projects with a sub-regional
strategic impact.
The five Local Package Management Groups
are responsible for projects located and with particular emphasis
on a specific geographical area (ie within the five local authority
boundaries).
As the Partnership is not a legal entity, Stockton
on Tees Borough Council undertake the role of accountable body
for the programme and are responsible for safeguarding public
money, including maintaining a clear line of responsibility
and accountability for the receipt and payment of public funds.
A
Memorandum of Agreement and Service Level Agreements are in
place which set out the roles and responsibilities of all parties.
