MEMORANDUM OF AGREEMENT BETWEEN THE TEES VALLEY PARTNERSHIP
AND THE ACCOUNTABLE BODY

Partnership Memorandum of Roles and Responsibilities of The Tees Valley Partnership, the Accountable Body (Stockton on Tees Borough Council) and the Local Package Management Groups.

Partnership Board

  • The Partnership Board has approved proposals for Stockton on Tees Borough Council to act as the Single Accountable Body for its Single Programme funds.
  • The Partnership Board is responsible for producing and updating its 3 year Single Programme Action Plan.
  • The Partnership Board will approve annual Delivery Plans before they are submitted to One NorthEast.
  • The Partnership Board will establish a Secretariat to deal with day to day Single Programme business.
  • The Partnership Board will also establish an Executive Group who will have delegated powers to approve projects, agree any remedial action to be taken where under performance occurs and make decisions to re-allocate resources.
  • The Partnership Board through its Secretariat and its Executive Group will monitor progress towards scheme objectives, including regular reviews and evaluation to ensure that strategic objectives are being met.
  • The Partnership Board will ensure that effective systems are in place to appraise, approve, monitor and manage Single Programme activities.
  • The Partnership Board will pay a proportion of its Single Programme management & administration funds to the five Tees Valley Local Authority Boroughs who will establish Local Package Management Groups to appraise and monitor projects located in their area.
  • The Partnership Board will, at the outset of the programme, determine which projects should be appraised and monitored by the Local Package Management Groups and which should be appraised and monitored centrally.
  • The Partnership Board will allocate a proportion of management and administration funds to posts which will provide voluntary sector linkages within the Single Programme.
  • The Partnership Board will establish and implement a forward strategy to develop its Single Programme activities and ensure these are complementary to mainstream and other funded activities.
  • The Partnership Board will establish a number of theme based Working Groups for this purpose.

The Accountable Body

  • The Accountable Body will ensure that new financial arrangements are in place to separately identify Single programme income and expenditure
  • The Accountable body will provide the Partnership and One NorthEast with regular quarterly financial claims and progress reports on financial performance and any other ad hoc reports required by One NorthEast
  • The Accountable Body will be the contact point for One NorthEast for queries on Tees Valley Partnership Single Programme finances
  • The Accountable Body will be responsible for ensuring the establishment of good quality project appraisal and financial management systems
    • The Accountable Body will arrange for annual auditing of accounts according to One NorthEast requirements
  • The Accountable Body will be the employing authority for Tees Valley Partnership Secretariat staff
  • The Accountable Body or its auditors may ask the scheme manager or others to examine any aspect of the scheme including the records maintained by partners and projects.

The Single Programme Manager/Secretariat will:

  • Manage the day to day delivery of the programme including tracking of all project applications and monitoring of certain projects.
  • Oversee project development, appraisal, approval and monitoring.
  • Establish appraisal teams for projects not appraised at the LA area level.
  • Ensure that effective systems operate in practice
  • Ensure that project sponsors and partners are kept up to date with programme guidance and interpretations of guidance
  • Ensure that the Partnership is adhering to the single programme funding agreement
  • Maintain an inventory of assets.

Local Package Management Groups will:

  • Conduct appraisals on projects which are located in their LA area and which are not deemed by the Partnership to be strategic projects
  • Secure recommendations from their Local Strategic Partnerships to approve/reject/modify projects after they have been appraised.
  • Monitor their local package of projects including all verifications and checks.
  • Collate performance information and financial information on a quarterly basis for the Secretariat and the Accountable Body.
  • Ensure that local sponsors are aware of new guidance and interpretations.
