FINANCIAL MANAGEMENT

The Accountable Body for the Partnership remains Stockton on Tees Borough Council who with the Partnership are responsible for the receipt and use of grant and for the establishment of good quality project appraisal and financial management systems.

The Council, in undertaking this role has appointed their Director of Finance to have responsibility for the Accountable Body role of safeguarding public money, including maintaining a clear line of responsibility and accountability for the receipt and payment of public funds.

It has well established financial systems in place, which have been used successfully for SRB and other public sector programmes. These have been subject to audit and health checks. A written Memorandum of Agreement is in place, which sets out the relative roles and responsibilities of the Accountable Body and the Tees Valley Partnership (see Annex 3).
